Install SAP Netweaver development studio
The SAP netweaver development studio can be downloaded free from the SDN website (SAP NetWeaver Enterprise Portal on MaxDB, Developer Edition Sneak Preview).
Alternatively if you are unable to access this website you can download and install eclipse itsself. This will not have all the SAP development tools but will allow you to develop basic Java applications.
